Fireworks Directive 2014/58/EU is created to support Directive 2007/23/EC such that a system shall be set for the traceability of pyrotechnic articles. In order to ensure traceability of pyrotechnic articles, it should be labelled with a registration number based on a uniform numbering system. Notified bodies (NB) should maintain a register with the registration numbers they assign when carring out the conformity assessment. Such system would guarantee identification of pyrotechnic articles and their manufacturrers throughout all stages of the supply chain. Manufacturers and importers should maintain records of the registration numbers of the pyrotechnic articles made available on the market and make that information available to the relevant authorities upon request.
The Directive contains following points,
Registration number - it shall be structured as "XXXX-YY-ZZZZ......" where X stands for code of NB, Y stands for category of pyrotechnic article and Z stands for processing number used by NB.
Obligations of notified bodies - regularly update the register and make it publicly available on the internet.
Obligations of lmanufacturers and importers - keeping record for 10 years, transfer to competent authorites in case of ceasing activity and provide to relevant authorities upon reasonable request.
Transposition - it shall be effective from 17 October 2016.
