US PHMSA of DOTis proposing to revise regulations of 1.4G consumer fireworks approval for import and domestic transportation of USA. The current fireworks approval, DOT EX number, is granted by DOT PHMSA division who like to reduce burden of workload and increase flexibility to issue EX number. The proposal is providing an alternative certification process through application to a Fireworks Certification Agency (FCA), in lieu of submitting applications for approval to PHMSA. FCA must be approved by DOT to perform documentation review of application and physically examination of a sample of consumer fireworks to match the chemical compositions, sizes and weights. PHMSA think such alternative FCA option can expedite consumer fireworks approval without diminishing the transportation safety requirement.
